Among green trade barriers, PEF is particularly noteworthy. PEF is based on the product life cycle assessment (LCA) method, and carries on the green inspection to each link of the import product and its supply chain. In other words, LCA evaluation through the products, processes and activities throughout the life cycle, including raw material extraction and processing, manufacturing, transportation and sales, product use, reuse and maintenance, waste recycling and waste disposal. Only provide PEF evaluation data, and evaluation of data indicators in more than 70% of the products are eligible to enter the EU market. Therefore, once implemented PEF, it means that the EU market environmental standards are fully elevated.Accelerate the sustainable supply chain of textile industryFaced with the possible impact of PEF, Japan, South Korea and other countries have long and systematically carried out LCA research and application. Some countries have selected domestic 1~2 industry pilot, the use of LCA pilot industry product environmental impact assessment, and based on the pilot results to establish their own PEF program. As the world's largest textile exporter, China's response to PEF's pace is clearly much slower. From a national perspective, there is no domestic response to PEF's LCA based database, there is no authoritative evaluation agencies. From the enterprise level, the Chinese export enterprises environmental management capacity can not meet the PEF standard, but many enterprises is still not clear the influence of PEF on export enterprises, to take measures is impossible. According to Chinese CCPIT Institute estimates that last year Chinese exports to the EU textile and clothing has suffered due to various losses for the year to detect non-compliance Chinese 18.9% of the total textile and apparel exports to the eu." Finally, to promote recycling of waste textiles, the development of renewable polyester fiber industry, the choice of economic and rational use of renewable technology routes, the construction of circular economy industrial chain.In order to promote the outcome of the forum landing, the United Nations Environment Programme and China CCPIT Research Institute jointly issued the "Chinese textile sustainable supply chain action plan", through the construction of standard system of sustainable engineering, intelligent production projects such as the four key projects to draw the outline of the textile industry sustainable supply chain construction path.
